agency to administer the County's self-insurance program in an efficient and
cost-effective manner, and to gather quotations for excess insurance coverage
on the County's behalf. The County is also seeking to secure the most qualified
service agency to provide third party administrative services for liability and
property claims, as well as worker's compensation, in the most cost-effective and
efficient manner.
