The US Army Corps of Engineers, Engineer Research and Development Center (ERDC) intends to issue an award on a sole source basis (IAW FAR 13.106-1(b)(1)) to Western Michigan University, 1903 W Michigan Avenue, Kalamazoo, MI 490008-5200 to process and analyze field data collected from 2017-2018, conduct processing of acoustics data, compare bird songs with and without presence of extraneous noise, and prepare final manuscripts to be part of the project completion for the Army Basic Research Program.  The use of processing the data will enable the Environmental Laboratory to address a multitude of environmental issues to support civil works, water resources, military installations, and the warfighter.  Research activities include ecosystem restoration, ecological resources, and contaminant management, risk and decision science, environmental sensing, ecological modeling and forecasting, environmental security, and environmentally sustainable material.  Western Michigan is the only entity that can decipher the military noise in parallel with the avian vocalizations on military installations. 

 

 

The intended procurement will be classified under North American Industry Classification System (NAICS) 541713.  This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement.  However, parties interested in responding to this notice shall submit technical data sufficient to determine capability in providing the same or similar supply.  All capability statements received by the closing date of this publication of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government.
