The Space and Missile Systems Center (SMC), Launch Enterprise Systems Directorate (LE), Los Angeles Air Force Base, CA is releasing a Request for Proposal (RFP) for the National Security Space Launch (NSSL) Phase 2 Launch Service Procurement (LSP). The RFP is included as an attachment to this announcement. The solicitation implements the strategy to ensure delivery of national security satellites to the desired orbit, on schedule, and with high reliability. The approach will address the following priorities: achieve assured access to space (AATS), maintain mission success, transition off non-allied propulsion systems (e.g., Russian built RD-180 engine), improve program affordability, foster long-term domestic competitive environment, mitigate satellite integration costs and redesign impacts, and budget for and procure launch services on time. SMC will award two requirements contracts for launch services delivering multiple National Security Space (NSS) missions with annual ordering periods from Fiscal Year (FY) 2020 through FY 2024.

Interested contractors may request access to the Bidder's Library by emailing the points of contact listed on this solicitation and signing a non-disclosure agreement prior to being granted access. All information in the Bidder's Library is at the unclassified level.

This is not a small business set-aside; however, responses from small disadvantage businesses are highly encouraged. The North American Industry Classification System (NAICS) code for this effort is 481212. The small business size standard is 1500 employees.
