SOURCES SOUGHT ANNOUNCEMENT

The Defense Information Systems Agency (DISA) is seeking sources for an Event Management Registration System for DISA's Forecast to Industry Event.

INTRODUCTION:


 


This is a SOURCES SOUGHT TECHNICAL DESCRIPTION to determine the availability and technical capability of small businesses (including the following subsets, Small Disadvantaged Businesses, HUBZone Firms; Certified 8(a), Service-Disabled Veteran-Owned Small Businesses and Woman Owned Small Business) to provide the required products and/or services.


 


The DISA DITCO NCR - PL61 is seeking information on behalf of the Corporate Connections branch for potential sources for an on-line event management registration support by a Contractor who can meet all of the specific requirements set forth in this sources sought announcement.

CONTRACT/PROGRAM BACKGROUND:


 


This is a new effort and we are planning on a base plus 4 options.


 


Projected Award: Registration for DISA's Forecast to Industry Event opens on September 4, 2017; therefore, projected award is 4th Quarter FY17.


 


Place of Performance:  At Contractor's location.


REQUIRED CAPABILITIES:


 


The Government requires an event registration capability that can meet all of the following requirements:

 

•1.     The system shall:

•a.      Go live 2 months prior to the event, which is scheduled this year for November 6, 2017.

•b.     Collect and protect registrant information.

•c.      Restrict each company from registering more than two (2) representatives per company.

•d.     Allow the user to choose between on-site attendance and live streaming.

•e.      Allow the user to opt to be added to a waitlist for the on-site registration and automatically process the waitlist in response to cancellations or changes in status from on-site to live streaming in accordance to mutually determined precedence rules.

•f.      Send out an immediate e-mail confirmation to the registered company, upon completion of the registration process which will include the appropriate guidance based upon the attendance option.

•g.     Permit on-line cancellations.

•h.     Permit on-line change of registration from on-site to live streaming.

•2.     The Contractor shall provide the Government with

•a.      An 800 number ported to the Contractor's call center to directly assist attendees with registration issues and general inquires; as well as an event e-mail address for online inquiries.

•b.     Weekly and on-demand registration and call center reports.  Access to the data will be for the duration of the contract and the data provided to the government in a mutually agreed upon format upon termination of contract.


 


 


SOURCES SOUGHT:

The anticipated North American Industry Classification System Code (NAICS) for this requirement is 561920, with the corresponding size standard of $11.0 million. This Sources Sought Synopsis is requesting responses to the preceding Required Capabilities in the formal described in Submission Details, ONLY from socioeconomic firms and small businesses that can provide the required capabilities under the NAICS 561920. 


To assist DISA in making a determination regarding the level of participation by small business in any subsequent procurement that may result from this Sources Sought, you are also encouraged to provide information regarding your plans to use joint venturing (JV) or  partnering to meet each of the requirements areas contained herein.  This includes responses from qualified and capable Small Businesses, Small Disadvantaged Businesses, Service Disabled-Veteran Owned Small Businesses, Women-owned Small Businesses, HUBZone Small Businesses, and 8(a) companies.  You should provide information on how you would envision your company's areas of expertise and those of any proposed JV/partner would be combined to meet the specific requirements contained in this announcement.


 

In order to make a determination for a small business set-aside, two or more qualified and capable small businesses must submit responses that demonstrate their qualifications.  Responses must demonstrate the company's ability to perform in accordance with the Limitations on Subcontracting clause (FAR 52.219-14).


SUBMISSION DETAILS:


 

Responses should include:

•1)     Business name and address;

•2)     Name of company representative and their business title;

•3)     Type of Small Business;

•4)     Cage Code;

•5)     Contract vehicles that would be available to the Government for the procurement of the product and service, to include ENCORE II, General Service Administration (GSA), GSA MOBIS, NIH, NASA SEWP, Federal Supply Schedules (FSS), or any other Government Agency contract vehicle.  (This information is for market research only and does not preclude your company from responding to this notice.)

 

Vendors who wish to respond to this should send responses via email NLT July 10, 2017 at 4:00 PM Eastern Daylight Time (EDT) to brian.k.leyda.civ@mail.mil and andrea.d.wagner.civ@mail.mil. ; Interested businesses should submit a brief capabilities statement package (no more than five pages) demonstrating their ability to perform the services listed in the Required Capabilities above.  Documentation should be in bullet format. Please do not submit marketing materials; rather, speak directly and succinctly to the required capabilities.

 


Proprietary information and trade secrets, if any, must be clearly marked on all materials.  All information received that is marked Proprietary will be handled accordingly.  Please be advised that all submissions become Government property and will not be returned.  All government and contractor personal reviewing  Sources Sought responses will have signed non-disclosure agreements and understand their responsibility for proper use and protection from unauthorized disclosure of proprietary information as described 41 USC 423.  The Government shall not be held liable for any damages incurred if proprietary information is not properly identified.
