Since July 1, 1997, the State of Illinois has operated a single-tier special education due process system to adjudicate disputes arising between parents/guardians of students with disabilities (and students who are 18 years or older) and local school districts that concern the provision of a free appropriate public education to the student in question.
The purpose of this RFSP is to select a contractor to serve as the entity responsible for conducting both formative and summative evaluations with respect to the performance of each hearing officer (the total number of hearing officers utilized may range between 10 and 24 each year), to provide recommendations concerning the continuing fitness of the individual to serve as a hearing officer, and to provide each hearing officer with written recommendations for remedial training, if necessary, and suggestions which can enhance hearing officer functioning. In addition, the contractor will conduct investigations and render findings in connection with complaints filed against hearing officers.
