The Alliance requests a proposal for evaluation of the Building Operator Certification (BOC)
program in the State.
The purpose of the evaluation is to quantify energy savings as a result of participation in BOC, establish the total
statewide energy savings since the programs launch in 2005, and assess participant satisfaction with the program.
Previous BOC program evaluations have included: review of the current program database and materials; interviews
and surveys of students, supervisors of building operators, program instructors and program staff; review of
training evaluation forms completed by participants on the final day of training; estimation of energy and nonenergy
benefits of the program; and an assessment of the effectiveness of program marketing. Results of this study
will be used to determine the energy impacts attributable to BOC training. Additionally, results from this study will
be used to identify, plan and develop improvements to the program in Minnesota and other states within
the region.
