This Request for Proposals (RFP) invites submissions from eligible bidders to conduct an evaluation study and prepare a report on the implementation, impacts, and effectiveness and replicability of previous selected educational agencies' (LEAs) promising practices for English learners (ELs). This evaluation study and report are authorized by the English Language Learner Acquisition and Development Pilot Program (ELLPP), Assembly Bill (AB) 2117, California Education Code (EC) section 420-421.

The successful bidder shall perform the evaluation study of the selected LEAs EL promising practices and prepare a report which shall be presented to the Governor and Legislature by November 1, 2011.
