This announcement serves only as a MARKET SURVEY/ SOURCE OF SOUGHT in order to determine the availability of interested vendors to provide real property repair and maintenance, environmental work, incidental services, force protection work, and construction services to include new construction and renovation in the geographical areas identified below.

The Europe District Corps of Engineers intends to award indefinite delivery, indefinite quantity (IDIQ) Multiple-Award Task Order Contract (MATOC) within Poland, Ukraine.

Task Orders will primarily address utility infrastructure, general building renovation, road and pavement repair, and general environmental work including, but not limited to, incidental minor construction, excavation, plumbing, demolition, electrical, structural, mechanical, concrete work, and environmental remedial work. Project work may also include Force Protection type projects and Design Build projects for various construction and utility infrastructure type projects.
A MARKET SURVEY/ SOURCE OF SOUGHT is being conducted for an anticipated work load to support the US Army, Joint Forces, and any work associated in direct support of the US Government, including humanitarian assistance to the local community if required. As the work will be performed outside of the continental U.S. no set asides or socioeconomic preference of any sort will be granted.

The US Government will evaluate and select for contract award two or more qualified offerors. A best value determination will be made for the MATOC awards.

This MATOC contract will include a base period, not-to-exceed (NTE) one year and four option periods (NTE one year each), for a total contract performance period NTE five years with a minimum guarantee of $5,000.00 for the entire contract. The maximum contract value is not-to-exceed $49,999,500 for the base and option periods. Individual projects issued under the MATOC will contain their own estimated values.

The U.S. Army Corps of Engineers, Europe District Contracting Branch, Wiesbaden, Germany will be the procuring office.

Contractors are asked to submit a maximum 10 page summary of recent experience with utility infrastructure, general building renovation, road and pavement repair, and general environmental work including, but not limited to, incidental minor construction, excavation, plumbing, demolition, electrical, structural, mechanical, concrete work, and environmental remediation construction projects in Poland, Ukraine. Responses of greater than 10 pages will be rejected. Firms who can demonstrate recent experience and excellent past performance in design/construction of similar facilities, but expressions of interests will be accepted from all interested parties.
A future solicitation for the MATOC will be issued on or about 20 December, 2014.

Requests that do not provide complete information will not be considered. Note that DFARS Clause 252.222-7002 Compliance with Local Labor Laws (Overseas) applies to this project.
