Description of Services:

The study will evaluate the accuracy and auditability of RA's current equipment transparency efforts, focusing on the 31 Dec 2013 submission from the Services, determine how each Service includes its RC's equipment requirements within their respective Planning, Programming, Budgeting and Execution (PPBE) process through Congressional appropriation, procurement and delivery to the RC; research other DoD programs that utilize separate RC appropriations such as: Personnel, Military Construction, and Operations & Maintenance. Evaluate the impacts of a separate equipment appropriation to the Service's manpower requirements, modifications required for procurement processes; and determine whether a separate appropriation would create competition for procured items between each Service and their respective RC's for industry contracts and deliveries.
