Environmental and Ship Motion Forecasting (ESMF)
The Naval Surface Warfare Center Carderock Division (NSWCCD) Code 8120 requires the continued development of the ESMF system to enhance the Navy's ability to forecast windows of opportunity for safe execution of inter/intra-ship material and personnel movement. NSWCCD intends on awarding a sole source Indefinite Delivery, Indefinite Quantity Cost-Plus-Fixed-Fee contract to Applied Physical Sciences (APS) 475 Bridge Street, Suite 100, Groton, CT. The statutory authority permitting other than full and open competition is 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements."
