This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, "Streamlined Procedures for Evaluation and Solicitation for Commercial Items," as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested, and a written solicitation document will not be issued.


The solicitation is being issued under FAR Part 15, "Contracting by Negotiation," and is full and open to business of all sizes. Evaluations will be made using the Technical Trade-off - Best Value source selection criteria. Accordingly, offerors are apprised that the proposal providing the best technical response, combined with their past performance, will be evaluated with more importance than price.


The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) effective May 1, 2018.


The Government intends to award an IDIQ, Fixed Price Type Contract with four (4) 12 month Options to Extend the Contract. As an estimated minimum, the Government will order and amount totaling $200 during the Contract Period of Performance. The total Contract ceiling amount is estimated in the amount of $65,000,000.00. The issuance of Task Orders will obligate funds.


The associated North American Industrial Classification System (NAICS) code for this procurement is 561720 - Janitorial Services with a small business size standard of $18 million.


The National Institute of Health, Office of Purchasing and Contracts, is seeking a contractor to provide Environmental Services within the NIH Clinical Center, for the Materials Management and Environmental Services Department, NIH Clinical Center. The provided services must meet Hospital Joint Commission Standards among other standards. See the Performance Work Statement for specific requirements, attached herein.
