The Uniformed Services University of the Health Sciences (USU), located in Bethesda, MD, intends to negotiate on a sole source basis with Rees Scientific, located in Trenton, New Jersey for an upgrade to the existing environmental monitoring system and maintenance, which includes a base period of one (1) year, with four (4) twelve (12) month options.

This service will be procured in accordance with the procedures of FAR Part 12-Commercial Items and FAR Part 13-Simplified Acquisition Procedures, utilizing the test program of 13.5.

Sole source determination is made in accordance with:

FAR Part 13.106-1 Soliciting Competition
(b) Soliciting from a single source
(1) For purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available.

The Rees monitoring system was installed during the 2008-2009 time frame and has not received any upgrades. The new system will be operated on a Window 7 or higher operating system. The manufacturer no longer will support the two obsolete and outdated node stations that are not within current industry standards. When the system was installed in 2008, it included the installation of sensors throughout the facility, which are compatible with the Rees environmental monitoring system. The intent of this procurement is to upgrade the existing environmental monitoring system that can no longer be support and must be DIACAP compliant and still be able to communicate with the existing sensors.

Rees Scientific is the only known source that can provide the requested upgrade and maintenance.

This is not a request for quotes and a solicitation package will not be issued. Sources interested in responding to this requirement must be able to provide compelling evidence that they can provide the abovementioned requirement as specified. A determination by the government not to compete this proposed contractual action based upon responses received is solely within the discretion of the government.
