The Department is working to modify and expand the interstate system serving southwest Florida. As part of that overall effort, the Authority and FDOT are working cooperatively to provide a more direct connection between I-75 and the Southwest Florida International Airport.

The partnership between FDOT and the Authority has progressed the design phase of the I-75 Access Roadway Connector to RSW forward. All right-of-way lands needed have been acquired. In addition, the Authority initiated the design of the I-75 Access Roadway Connector to RSW utilizing FDOT grants and Authority funds. The Hole Montes/RS&H design team will be completing the I-75 Access Roadway design services authorized under the previous contract to 90% plans and specifications, as well as securing all permits, and then submit these documents to FDOT for final design completion or design-build construction. As a result, any additional design tasks not included in the previous contract will require a separate competitive solicitation, resulting in a new contract for these additional services.

One of these additional tasks is the design of the environmental mitigation for the project. It was originally envisioned that the environmental mitigation would be planned, designed, constructed and maintained by FDOT. However, due to FDOT funding and contractual limitations, the Authority has been requested to assume the responsibility for the environmental mitigation, with FDOT continuing to have full responsibility for the roadway construction. Planning for the environmental mitigation has already begun. Therefore, this LOQ is soliciting engineering design services related to the preparation of plans and technical specifications for competitive bidding for the environmental mitigation, associated with the I-75 Access Roadway Connector project.

This design effort will involve the preparation of plans and specifications to provide changes in drainage patterns, modifications to surface water flows and detention, farm field restoration, exotic removal, prescribed burning, plantings and other environmental mitigation efforts needed for permit compliance. After the environmental mitigation design is complete and permits are secured, the design plans and specifications will be competitively bid by the Authority for construction, concurrent with FDOT's schedule for the administration and construction of the I-75 Access Roadway Connector. The work under this contract is expected to also include permitting, bidding, construction administration and construction management services of the Authority environmental mitigation project.

In addition, recent changes in South Florida Water Management District regulations and criteria may require modifications to the I-75 Access Roadway storm water system. Also, supplemental design and engineering services during construction (i.e., construction administration, construction management, etc.) may be needed by FDOT. These additional storm water and supplemental design services are unfunded at this time. However, the work under this contract may be expanded to include supplemental design services for storm water pond, drainage, changes to roadway design plans as a result of permitting, roadway and cross-section modifications, survey/geotech/mapping, and construction administration, construction management, engineering, and other related design services during the construction phase of the project if needed.

A broad range of disciplines, analysis and expertise may be needed during the term of this professional services agreement. The specific number and mix of disciplines needed is unknown at this time, and will be developed as the program progresses. Therefore, the Authority expects that subconsultants will be recommended by the selected Consultant and subcontracted with after award of this prime contract. The Port Authority will have the right to reject any individual or subconsultant firm.
