The U.S. Army Engineering and Support Center (CEHNC) in Huntsville, Alabama, is planning a best value acquisition to procure training services instruct teach class participants how to perform environmental impact assessments and how to use the information developed through this process to make informed decisions as it pertains to work carried out by the US Army Corps of Engineers. The goal of the environmental impact assessment process is to develop and analyze sufficient information needed to demonstrate compliance with the National Environmental Policy Act (NEPA) and other Federal environmental laws. The class will emphasize how the impact analysis process facilitates the preparation of an environmental assessment and environmental impact statement. This course will provide students with skills to develop and evaluate information needed to prepare an environmental assessment or an Environmental Impact Statement for work commonly undertaken by the Army Corps of Engineers, such as civil works water resources development planning studies, the operation and management actions of Federal water resources projects and the consideration of environmental effects as it relates to permit application procedures administered by the Corps of Engineers. The Environmental Impact Assessment Course should consist of 36 hours (4 ½ days) of classroom instruction combined with case studies and small group exercises. A draft Performance Work Statement is included with this notice for your reference.


The Government is performing market research primarily to determine if there are firms that possess the capability and skill set to execute the requirements of this PWS. This synopsis is for market research only and IS NOT A REQUEST FOR PROPOSALS. It does not restrict the Government to an ultimate acquisition approach. Therefore, we further invite all business concerns to provide a capability statement in response to this requirement. Firms must use the attached spreadsheet file (row 4) to submit their market research replies to the questions below. Firms may also submit additional digital files (capability statements, promotional materials, etc.) with the spreadsheet file. All such responses and materials will be reviewed by the agency.


Prospective contractors shall be registered in the System for Award Management (SAM) prior to award of a contract. Contractors are encouraged to obtain further information on SAM registration at the following website: https://www.sam.gov/portal/public/SAM/. This announcement does not obligate the Government to award a contract or task order nor does it obligate the Government to pay for any bid/proposal preparation costs.


If your firm would be interested in such work, you are encouraged to submit replies to the questions that are presented within this announcement to assist the Government's market research effort. At a later date, CEHNC intends to solicit and award a contract for this requirement. It is expected that the performance period will not begin until 2nd Quarter, Fiscal Year 2017 (Jan -Mar 2017). The actual type of vehicle to be utilized to execute this requirement has not yet been finalized; however, it is estimated that the contract capacity is not likely to exceed $220,000.00.


It is the Government's intent to consider awarding this acquisition under the authority of the Small Business set aside program per FAR Part 19. As a result, the Government is performing market research in order to determine if small businesses possess the capability to execute some or all of the requirements of this anticipated RFP. Based upon small business responses received, consideration will be given to defining whether the acquisition will be set-aside for small business competition. Interested large businesses are also encouraged to respond to this sources sought announcement.
The applicable NAICS codes for this acquisition is 541620, Environmental Consulting Services. The small business size for the above NAICS codes is $15.5M or less average annual receipts over the past five (5) years.

Contractors who feel they can provide the U.S. Army Engineering & Support Center, Huntsville, AL, with the above services are invited to submit affirmative response to the questions below. If no experience or capabilities associated with a particular question, so indicate. Doing so will not disqualify. Relative importance of the experience/capability questions have yet to be decided.
