Entry Control Complex, Homestead AFB
This is a Design/Bid./Build Request for Proposal for Construction of a new Entry Control Complex (ECC) and realignment of SW 288th Street, Homestead AFB, Miami, FL. The proposed project is for an The Entry Control Complex includes a 1,754 SF Visitor Center/Pass & ID Office; 328 SF Gatehouse; optional 61 SF Guard Booth; optional 152 SF Commercial Vehicle Inspection Office; 54 SF Overwatch; Entry Canopy; 50 SF Personnel Shelter; 61 SF Sentry Booth; 11-space parking lot; approximately 1,400 LF of 4-lane divided, asphalt entrance/exit roadway; security fencing; vehicle barrier systems; and pavement markings/roadway signage.
Realignment of S.W. 288th Street consists of approximately 2,100 LF of 4-lane asphalt, divided county roadway; 2-lane, a 4-leg roundabout; and approximately 2,100 LF of concrete sidewalk.
Contract duration is 548 days.
This solicitation is a Request for Proposal (RFP). THIS IS A GENERAL SMALL BUSINESS PROCUREMENT. The estimated price range is $5,000,000 to $10,000,000. The proposals will be evaluated using a best value tradeoff analysis source selection process. The selection process will evaluate such factors as Past Performance and Management Plan. Pro Forma Information such as bonding and financial capability will also be required to meet the minimum requirements of the solicitation. All evaluation factors, other than price, when combined, are considered significantly more important to cost/price. A construction cost limitation will be provided with the technical requirements package.
The estimated issue date is 01 May 2017, with an approximate proposal due date of 31 May 2017. Details for a pre-proposal site visit at Homestead AFB, Miami, FL will be included in the solicitation package. The Final Award approximate date is 30 June 2017.
