(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested.

(ii) This is a request for Quotation (RFQ), which is being issued via solicitation number 75H70419Q00049.

(iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-95.

(iv) This requirement is full and open competition and the associated NAICS is 511210, Software Publishers, with size standard of $38.5 million.

(v) The Contract Line Items (CLINs) and documentation requirements can be found in the ‘Statement of Work (SOW)” attachment.

(vi) The Indian Health Service (IHS) plans to purchase Entrust Certificate Management Services Renewal. Entrust certificates are widely in use across the IHS where IHS and HHS certificates could not be used due to technical limitations to secure and encrypt web-based applications. Entrust is the standard used across HHS for publicly-trusted certificates to secure web-based applications.
