Entertainment District
The City is issuing this Request for Proposal (RFP) for the purpose of contracting with qualified individuals, a firm or firms to provide consensus building, visioning, design, financing and implementation strategies to reposition and revitalize the area known as The Entertainment District. The major objectives, described in more detail below, are:
1. Organize a public constituency of property owners, tenants, community representatives and city officials whose long-term mission is to support, and advocate for, the ongoing revitalization of the area.
2. Develop a vision for the area, based on property owner, business owner, city official and general community input. The vision should recognize the current assets and liabilities as well as the opportunity to reposition and reinvigorate the district.
3. Develop preliminary concept plans for capital improvements, urban design and marketing recommendations, including cost estimates and phasing strategies.
4. Describe specific financing strategies to fund improvements and programs.
5. Prepare a phased planning and financing approach that the City Council can address in the 2014 and future city budgets.
