Edit: Amendment 4

The purpose of Amendment 4 is to provide an updated Past Performance Questionnaire (with due date removed because it contradicted Section L), provide final Q&A's to vendors, remove one element under section M.5.1, and provide a new Solicitation Offer and Award form with the correct due date.


Edit: Amendment 3

The purpose of Amendment 3 is to post a revised cost model. The revised cost model allows for the use of multiple cost centers associated with CLIN 7 and provide associated instructions. Offerors may choose to continue to utilize the 6.21 version of the cost model if they prefer. Either version will be accepted by FAA as part of the proposal.

EDIT: 2nd Correction to Amendment 2

The purpose of this correction is to provide interested parties with the following link to access FAA Order 1370.121 (login is required and vendors must electronically sign an SUI policy statement in FedBizOpps to download the document):

CORRECTION TO AMENDMENT 2: The file names for Section L and the J-9 Cost Model have been corrected to remove the word "draft." The contents of the files are unchanged. The files provided in Amendment 2 were final versions.


EDIT: Amendment 2

The purpose of Amendment 2 to the E-IDS SIR is to address industry comments and questions (see excel file named E-IDS SIR ResponseToVendors 6.21.19), move the proposal submission deadline to July 31st (this is changed in section L), update the cost model (please see the "notes" tab for details), and make minor changes to section M (1 deleted paragraph). Track changes are enabled in L and M.

EDIT: Amendment 1

The purpose of Amendment 1 to the E-IDS SIR is to address numerous comments and questions from industry and adjust the relevant documents accordingly, add a section A, add the FAA WBS (J.16), provide interface information for CSS Weather (J.17p), and provide the cost model training materials.
Please note FAA has also added the FAA Security Authorization Handbook to the KSN library.

FAA has provided documents with track changes where possible. Section I, section J-6a and section J-6c do not have track changes.

Documents with a b6.11.19b or a b6.10.19b in the file name have been updated.

Interested parties can obtain a copy of FAA Order 1370.121 by requesting a Non-Disclosure Agreement via email from the Contracting Officer and signing it. NDA requests will be processed no sooner than Monday, June 17th.

This Screening Information Request is for the Enterprise- Information Display System (E-IDS).

Proposals for E-IDS are due on July 22, 2019 no later than 4:00 pm. Please note the FAA is not responsible for, and will not pay or reimburse, any costs incurred by Offerors in the development or submission of any aspect of their proposals under this SIR.

Training on the cost model is offered. Two sessions per day are offered b one from 9-12 am and another from 1-4 pm. Sessions are offered from May 16th through May 30th. Cost model training sessions will be held at a location within walking distance from FAA headquarters and also available via webex. Training is limited to 1 training session per team, maximum of 10 Offeror attendees in person. Offerors are requested to email the Contracting Officer listing their top 3 desired times for cost model training. Offerorbs requested training times will be given priority based on the order in which the email request is received. Offerors are encouraged to submit questions pertaining to the cost model prior to training, if applicable. Training sessions shall not be recorded by any party.

J.17 attachments may be obtained by requesting access to a KSN site. Access must be submitted to the Contracting Officer. In some circumstances, J.17 documents may be provided through other means.
