The Defense Information Systems Agency (DISA) is seeking sources for the Enterprise Service: Enterprise Voice Services Program Management Office (PMO), Architecture, and Engineering support.

INTRODUCTION:


This is a SOURCES SOUGHT TECHNICAL DESCRIPTION to determine the availability and technical capability of small businesses (including the following subsets, Small Disadvantaged Businesses, HubZone, Certified 8(a), Service-Disabled Veteran-Owned Small Businesses and Woman Owned Small Business) to provide the required products and/or services.


The DISA Enterprise Voice Services Program is seeking information for potential sources for the development, implementation, sustainment, operations and Program Management Office (PMO) support for the Enterprise Voice Service. Enterprise Voice Service is a DISA managed service providing secure Internet Protocol (IP)-based voice capability to phones to the Department of Defense and Military Base/Post/Camp/Station (B/P/C/S) utilizing Avaya Internet Protocol Softswitches, Avaya Enterprise Session Controllers, and Cisco Enterprise Session Controllers. The DISA Enterprise Voice Services also assures voice communications to Command and Control (C2) customers and includes Multi-Level Precedence and Preemption (MLPP) that allows senior leadership to preempt routine phone calls. The Enterprise Voice service additionally offers flexible point-to-point calling, ad-hoc voice conferencing and Enterprise Audio Conferencing (EAC), Federated XMPP IM/Chat and Presence (within soft client), and an Enterprise Directory Services (EDS). The DISA Enterprise Voice Services provides Department of Defense customers a reliable, cost-effective, and secure means of classified and unclassified voice communications for the United States (US) DoD and Federal Agencies, on a worldwide basis. It provides migration from the legacy time division multiplexed (TDM) voice services to a convergence onto IP based voice services.

DISA Enterprise Voice Services provides a reliable, cost-effective, and secure means of classified and unclassified voice communications for the United States (US) DoD and Federal Agencies, on a worldwide basis. Currently the service maintains and operates the classified and unclassified Avaya and CISCO enclaves supporting 40,000 users worldwide. The program operates infrastructure in over 8 countries overseas and 16 locations in the United States.


The anticipated need for these services is 2nd quarter FY19


The anticipated location for the services is: DISA HQS, Fort Meade, MD


REQUIRED CAPABILITIES:


a) The DISA Enterprise Voice program's mission is to support DoD customers in using the DISA Enterprise Voice over IP capability. The architecture and engineering support for the Classified and Unclassified Enterprise Voice service infrastructure shall include planning, development, design, and implementation of the technologies supporting the services. Describe your experience deploying, configuring, testing, and using Voice over IP infrastructure products, stating specific products used for these activities.


b) The DISA Enterprise Voice program maintains a lab environment for testing and deployment purposes. Describe your experience with supporting a Voice System lab environment to include testing methods, documentation, and release cycle support to ensure all system infrastructure maintains standards.


c) Describe your experience maintaining a DoD Cyber posture and integrity of deployed VoIP equipment.

d) DISA Enterprise Voice service provides engineering, testing, and Tier 3 support through direct consultation to end users, system owners, system developers and help desk personnel for all issues concerning the use of the Enterprise Voice capabilities. This includes the ability to perform Tier 3 troubleshooting efforts for the currently fielded DISA Enterprise Voice systems and supporting Tier 3 troubleshooting efforts as items are escalated from DISA Operations Centers. Additionally the ability to perform interoperability testing on current and future system design and architecture enhancements. Describe your experience configuring, testing, and troubleshooting, at the Tier 3 level, the capabilities of an Enterprise Voice over IP system.


e) Describe your experience providing Voice over IP service using Avaya Soft switches, Enterprise Session Controllers, and CISCO Enterprise Session Controllers.


f) DISA Enterprise Voice service exists to support our customers; therefore customer support and outreach while deploying systems of Voice over IP infrastructure are top priorities. Describe your experience with on-boarding users to VOIP capabilities to include performing site surveys for future voice customers, creating standard service documentation, and assisting customers with provisioning and transitioning services.


g) DISA Enterprise Voice service is provided through a Program Management Office structure supporting all aspects of the service. Describe your experience providing program support for a DoD enterprise scale program to include Change Management, Configuration Management, Property Management, Financial Management, Budget planning, Project Management and Information Assurance Management.


SPECIAL REQUIREMENTS


Performance of the anticipated work requires contractor staff to have a Secret security clearance; therefore, the contractor must have a Secret facility clearance at the time of award.


SOURCES SOUGHT:
The anticipated North American Industry Classification System Code (NAICS) for this requirement is 541512, with the corresponding size standard of $27.5 million. This Sources Sought Synopsis is requesting responses to the following criteria ONLY from small businesses that can provide the required services under the NAICS Code.
To assist DISA in making a determination regarding the level of participation by small business in any subsequent procurement that may result from this Sources Sought, you are also encouraged to provide information regarding your plans to use joint venturing (JV) or partnering to meet each of the requirements areas contained herein. This includes responses from qualified and capable Small Businesses, Small Disadvantaged Businesses, Service Disabled-Veteran Owned Small Businesses, Women-owned Small Businesses, Small Businesses, HubZone, and 8(a) companies. You should provide information on how you would envision your company's areas of expertise and those of any proposed JV/partner would be combined to meet the specific requirements contained in this announcement.


In order to make a determination for a small business set-aside, two or more qualified and capable small businesses must submit responses that demonstrate their qualifications. Responses must demonstrate the company's ability to perform in accordance with the Limitations on Subcontracting clause (FAR 52.219-14).

5) Contract vehicles that would be available to the Government for the procurement of the product and service, to include ENCORE II, General Service Administration (if GSA is available, list applicable SINs), GSA MOBIS, NIH, NASA SEWP, Federal Supply Schedules (FSS), or any other Government Agency contract vehicle.
