Introduction
This is a SOURCES SOUGHT Notice for market research purposes only for an upcoming acquisition for The Department of Defense Education Activity (DoDEA). DoDEA seeks a vendor with the capacity and experience to implement a customizable cloud based Enterprise Data Warehouse (EDW) supporting the DoDEA environment.
DoDEA is looking at the data warehouse as a solution that will pull data from multiple data sources, reconcile into a unified relational operational data structure, and support reporting, analysis, and provisioning of data to applications. DoDEA intends the EDW project to integrate, in a staged level approach in 4 phases, starting with its core business, Education. The EDW must support scalability for data integration, reporting, and analytics that sustains DoDEA's worldwide mission in 20 countries, states and territories. The solution must also be accessible in real-time on a global scale. DoDEA requires the solution to enforce automated business rules and processes electronically. The user-base (i.e. end users, super users and administrators) must be able to customize the solution without extensive scripting, coding or having to re-engineer the product.

This Sources Sought is issued to locate capable businesses for requirements analysis, product procurement and custom tailoring the chosen product for the DoDEA environment. This process will include supporting DoDEA in implementing a sustained process for the integration of additional data sources, the management and expansion of overarching data infrastructure, the development of quality checks within and across data sources, and development of outgoing feeds and reporting data repositories. The information requested will be used within DoDEA to facilitate the decision making process and will not be disclosed outside of the agency.


Organizational Background
DoDEA, as one of only two Federally-operated school systems, is responsible for planning, directing, coordinating, and managing prekindergarten through 12th grade educational programs on behalf of the Department of Defense (DoD). The organization is globally positioned, operating 165 brick-and-mortar schools in eight districts located in seven states, 11 foreign countries, Guam, and Puerto Rico. DoDEA employs over 8,000 educators who serve more than 72,000 children with a fully accredited virtual high school located in Virginia with teaching hubs in Europe and the Pacific.
DoDEA operates as a field activity of the Office of the Secretary of Defense (Personnel and Readiness). It is headed by a director who oversees all agency functions from DoDEA headquarters in Alexandria, Virginia. DoDEA's schools are divided into three geographic areas: Europe, the Pacific, and Americas.


Business Need (Objective):
DoD policies and directives require that DoDEA automate business processes to the extent possible, enhancing efficiency through the use of technology, and provide, track, and maintain various records on current employees, applicants and other automated records, throughout multiple business units and processes. Without automated and/or electronic business processes, such as those obtainable through the implementation of an EDW, DoDEA will continue to expend a large amount of time, money and resources to manually track, manage the data and/or maintain multiple legacy applications for reporting and business analytics. The organization looks to remedy these inefficiencies with the procurement of an EDW, making DoDEA operate more fluid and streamline business processes.


Solution Requirements:
DoDEA is required to provide reports metrics and reporting on institutional effectiveness, key performance indicators, and analysis on the efficacy of its business processes. Additionally, both general government operations and educational practices are deeply rooted in data driven efforts. As such, most individuals have a need to access this data and ensure that data is stored in a relatively large number of vertical (functional) or horizontal (geographic) data sources.

DoDEA currently lacks a unified architecture which is resulting in the inability for those users to produce accurate and consistent reports and analysis. DoDEA's Capabilities and Initiative (C&I) Division has been tasked to identify requirements for a data warehouse solution that would take a structured data approach to analysis with a high degree of organization, seamless in nature and readily searchable and available to users.
The DoDEA EDW solution must attain the ability to support enterprise-wide reporting, enable a self-service reporting capability, and facilitate the capture of high-quality and timely data for analytical purposes. An agency wide EDW solution would provide DoDEA a business intelligence environment that will allow for accurate, integrated and consistent reporting while providing access to data across the enterprise.


With DoDEA's outreach spanning the globe and multiple time zones, the need for Tier 2 and 3 level of support will be paramount. The vendor chosen will NOT be expected to provide direct helpdesk customer support to DoDEA users, however, they will need to provide a Technical Support Manager for customer / vendor outreach and support for Tier 2 and 3 assistance. DoDEA requirements will include the chosen vendor to provide a ticketing system, email and phone support aligned with DoDEA HQ hours of operation (US Eastern Standard Time).


Requirement Details:
1. The period of performance will be one (1) twelve (12) month base year and four (4) twelve (12) month option years.
2. New Requirement. No Incumbents.
3. The Capabilities and Initiatives Division, HQ DoDEA, Alexandria, Virginia seeks information concerning firms interested, to include small business socio-economic categories capable and qualified of providing a cloud-based solution.


Architecture
DoDEA Enterprise Data Warehouse OV-1, outlines the overall requirements of the requested Data Warehouse and is a conceptual recommendation for DoDEA EDW. The diagram comprises a portion of the existing disparate back-end data sources as well as data reporting sources which, at present, provide business analytics and reporting via the front-end QLIK tool. The proposed 4 phased integration/implementation environment should be considered for development based on consolidated business units (Education, HR & IT, F&BO and HQ level business data and processes) of the warehouse project. The vendor's technical support manager is expected to work with DoDEA IT and / or functional liaisons to ensure the architectural build out is aligned with organizational technical requirements and business analysis needs.

2. DoDEA requests the following pricing details:
• Please provide a Rough Order of Magnitude (ROM format) pricing arrangements for the prerequisite implementation, training, data storage, licensing and O&M services that could satisfy DoDEA's requirement. Please provide within the ROM costing detail for a commercial cloud hosted environment (Fed RAMP+/DoD Impact Level 4).


Capabilities Statement:
Capability Information should include a brief description of experience in providing the requirements similar to the requirement described above and in the attached diagram. A description of the services your company provides that can meet the requirements shown within the attached OV-1.

• Original contract value
• Point of Contact (POC) with current phone / fax number
• Brief description of the effort.


The capability package must be clear, concise, and complete. DoDEA is under no obligation to provide feedback to the company, or to contact the company for clarification of any information submitted in response to this request. Capability packages should be limited to no more than 35 pages. Proprietary information should be marked "PROPRIETARY INFORMATION."

Vendors are encouraged to propose industry's best practice and solutions that can meet our requirements and should not limit themselves to the recommended design presented in the provided attachment.

No solicitation is being issued at this time, and this notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach.


Respondents are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI. Information provided to DoDEA in response to this posting is strictly voluntary and all costs associated with responding to this RFI will be solely at the interested party's expense. Submissions will not be returned.

Failure to respond to this RFI does not preclude participation in any future RFP, if any is issued. If an RFP is issued, it will be synopsized on the Federal Business Opportunities (FedBizOpps) website at http://www.fbo.gov. The information provided in this RFI is subject to change and is not binding on the Government. It is the responsibility of potential offerors to monitor these sites for additional information pertaining to this effort.
