Enterprise Communications Short Term Bridge Extension
The Virginia Contracting Activity intends to solicit and negotiate a (6) six month extension on contract number HHM402-10-D-0014-0002, Enterprise Communications Services (ECS), based on the authority of FAR Part 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirement. This task order is a current award under the Solutions for Information Technology Enterprise (SITE) Contract. All SITE awardees were given a fair opportunity to be considered for the original order. The Government intends to solicit and negotiate with General Dynamics Information Technology (GDIT) for Enterprise Communications Services (ECS). This short-term bridge contract extension to the existing task order will allow time for a task order competition to be completed under the Enhanced Solutions for the Information Technology Enterprise (E-SITE) contract. The E-SITE contract is currently under a stop-work order due to post-award litigation.
This notice of intent is not a request for competitive proposals. However, any responsible source who believes it is capable of meeting the requirement may submit a capability statement or proposal which shall be considered by the agency, only if received by the closing date and time of this notice. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
Description of Supplies or Services:
The requirement is to extend the existing Enterprise Communications Services Task Order (from 4/1/2016 to 10/1/2016) will allow the Chief lnformation Office (CIO) to continue to provide enterprise data, voice, and video communications services across the Information Technology (ITO Lifecycle (strategy, design, transition, operations & maintenance on Joint Worldwide Intelligence Communications System (JWICS), Secret Internet Protocol Router Network (SIPRNet), Non-classified Internet Protocol Router Network (NIPRNet), and Coalition networks. It includes support for terrestrial, wireless, and satellite communications. Services required to be performed are listed as follows:
- Enterprise Data, Voice & Video Communications
- Network Operations and Administration Services for Enterprise-level Networks
- Communications Security (COMSEC) Services
- Enterprise, Regional, and Tactical SATCOM Support
- Enterprise VTC Conference Services and Support Services (VTC Tier Support)
- DoDIIS Voice Over IP (VOIP): Systems and Access Management Services
- Desktop Video Teleconferencing (DVTC) Systems and Access Management Services
- Enterprise Communications Maintenance Support
- Asset, Inventory, License Management and Logistical Support Services
Place of contract Performance is various CONUS and OCONUS locations. All work is at TS/SCI Level. The projected cost for this six-month extension is $17.4M
