NOTICE OF INTENT TO SOLICIT SOLE SOURCE

The Defense Logistics Agency, Troop Support, Philadelphia, PA Medical Directorate intends to award a Firm Fixed Price, Sole Source contract under the authority of FAR 13.106-1(b) to Brit Systems, LLC (Brit), 3102 Oak Lawn Avenue, Suite 400, Dallas, TX 75219-6403 for the procurement of the following project management services and installation which will provide a connection from the Army/Navy Brit provided vendor neutral archive (VNA), referred to as the Enterprise Clinical Imaging Archive (ECIA), to the U.S. Department of Veterans Affairs (VA), Veterans Information Systems and Technology Architecture (VISTA) Imaging System.

This order will be placed on a sole source basis with Brit as the following circumstance in FAR 13.106-1(b) applies: only one source is capable of providing the supplies required at the level of quality required because the supplies are unique or highly specialized.

The existing Brit provided VNA needs to include a connection to the VA VISTA.  The connection will allow the Army, Navy and VA to share medical imaging information.  Since Brit is the original VNA provider and is responsible for maintaining the DoD Cybersecurity and individual Military Service Information Assurance (IA) requirements on the current system only Brit can provide this update.  This requirement represents an addition to the original system purchase (contract SPM2D1-12D-8309, delivery orders 0001 & 0002) which was competed under DLA Troop Supports DIN-PACS III multiple award contract program amongst all contract holders.  Therefore, only Brit can provide the services that will meet the customer's needs. 

The estimated value of this contract is $49k.

Delivery schedule will be discussed prior to issuing the delivery order.

The anticipated award date is on or after May 7, 2018. This notice is not a request for competitive quotes; however, that all responsible sources and interested parties may identify their interest and capability to meet the requirements by submitting technical data for this requirement data within 15 calendar days of this notice posting (no later than May 5, 2018), by 5:00 PM ET, to Katie Hughes, via email at Katie.hughes@dla.mil, which shall be considered by the agency. Please note telephone calls will not be honored. DLA Troop Support intends to solicit this requirement orally in accordance with FAR 13.106-1(c), thus no written solicitation will be issued.
