Enterprise Capacity Management System
DISA/DITCO intends to issue a sole-source contract to Optimal Satcom, Inc., a small business for a commercial off the shelf, Enterprise Capacity Management System for the Defense Information System Agency (DISA). Optimal Satcom has proprietary rights to the software code for the Optimal Satcom software products associated with this requirement and is the only known source that can provide a commercial off the shelf Enterprise Capacity Management System. No other vendor or distributor can legally obtain access to the Optimal Satcom software, and no other vendor can make duplicate copies since it is protected by copyright and patent laws.
The period of performance will be from 22 July 2014 through 21 July 2015, with four 1-year option periods for support. The statutory authority for other than full and open competition is 10 USC 2304(c)(1), only one responsible source and no other supplies or services will satisfy agency requirements. Companies who can provide the above listed software renewal must complete a copy of the attached solicitation and submit it via email to [email protected]. Responses are due by 3:00 P.M. (Central Time) on 15 July 2014. The resultant contract will be firm fixed price. All responsible sources may submit a proposal that will be considered. The NAICS code is 541512 for this procurement.
