This is a COMBINED SYNOPSIS / SOLICITATION for commercial items prepared in accordance with the format in the Federal Acquisition Regulations (FAR) Part 12, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation issued as Request for Quote (RFQ) 12467019Q0004. FAR clauses and provisions enclosed within this RFP are those in effect through Federal Acquisition Circular (FAC) 2005-100 and are available in full text through Internet access at http://www.acquisition.gov/far.

The Francis Marion & Sumter National Forest has a requirement to rent one bulldozer (1 month rental), one excavator (1 month rental), and one excavator (2 month rental) without operators for use on the Enoree Ranger District near Carlisle, South Carolina. This requirement includes the initial delivery of the equipment to the forest, the removal of the equipment from the forest once the contract is complete, and transporting the equipment within the forest four different times as further detailed in the Performance Work Statement.


This solicitation will result in a single award on the basis of technical capability, past performance, and price as best meets the needs of the Government. The proposed contract will have a period of performance from 8 July to 7 September, 2019.


The USDA Forest Service encourages the participation of small, disadvantaged, service disabled veteran, and women owned business enterprises. The North American Industry Classification System (NAICS) code is 532412 and the small business size standard is $32.5 million. The solicitation for this project will be available only through the Federal Business Opportunities website www.fbo.gov.


Performance of this contract is subject to the Service Contract Act. Offerors are encouraged to visit the Department of Labor Wage Determinations Online website (www.wdol.gov) to determine prevailing wage rates in Newberry, Union, Chester, Laurens, and Fairfield Counties, South Carolina, prior to submitting an offer.


All Offerors shall be registered at the System for Award Management (www.sam.gov) to be eligible for award.
