This is a synopsis/pre-solicitation notice for non-commercial services as prepared in accordance with the format in FAR Subpart 5.207, as supplemented with additional information included in this notice.


The Naval Surface Warfare Center Carderock Division (NSWCCD) seeks to award a firm fixed-price purchase order using Simplified Acquisition Procedures (SAP) to Michigan Engineering Services of Ann Arbor, MI for software development updates and consulting in support of the Navy's Computational Research and Engineering Acquisition Tools and Environments (CREATE) Ships Rapid Design Integration Program. 

The purpose of this procurement is to focus on the Decision Support Toolkit (DST) software enhancements.  Michigan Engineering Services (MES) has developed under the CREATE program the DST software.  MES has the unique knowledge on the development and operation of the DST, working with compatible solvers, to include the integration of support software.  MES has previously completed similar work on the DST under a Navy's STTR contract.      


The NAICS code for this procurement is 541712 with a size standard of 500 employees.


The Government intends to solicit and negotiate with only one source under authority of FAR 6.302-3.  Interested parties may identify their interest to respond to the requirement by submitting a capabilities statement.  This notice of intent is not a request for competitive proposals and does not constitute a solicitation.


However, all responses received within 15 days of this announcement will be considered by the Government. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government.  Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.  For questions regarding this announcement, please contact Patricia Perzella at patricia.perzella@navy.mil
