 •A.      Introduction

 Conventional Prompt Strike (CPS) Program Office, a division of Strategic System Programs (SSP), under the Department of the Navy, is currently conducting market research to identify potential and eligible vendors capable of fulfilling engineering, research and development, and business requirements for the Hypersonic Weapons System Program. Additional details pertaining to these requirements are in Section D below. Interested parties are encouraged to provide responses to any or all requirement categories for which they may have capability. Please also indicate whether the company possesses a Seaport-e IDIQ or other Federal Supply Contract that may meet  these needs. 


 •B.      Disclaimer


 This notification is intended for planning purposes only and issued solely for conducting market research in accordance with FAR 10. This does NOT constitute a Request for Proposal. The Government is NOT seeking or accepting unsolicited proposals.  This notice shall not be construed as a contract, a promise to contract, or a commitment of any kind by the Government. This is for market research only. The procurement method and/or vehicle has also not been determined.. The Government will not reimburse respondents for any questions submitted or information provided as a result of this notice.


 Any interested parties that are small businesses that believe they can accomplish this entire requirement or any portion herein should indicate their small business status (see FAR Part 19) in their capability statement. If a solicitation is released, it will be synopsized on the Federal Business Opportunities (FedBizOpps) website. It is the responsibility of interested parties to monitor FedBizOpps for additional information pertaining to this requirement.


 •C.      Security and Other Special Guidelines


 Secret level clearance required. Up to Top Secret clearance may be required for some positions.


  •D.      Requirement


 The aforementioned support includes and requires the following:


 •1.       Engineering Support Services. NAICS Code - 541330 - Engineering Services. SIC Code - 8711.

 The Government requires Engineering Support Services (ESS) to provide concurrent engineering and subject matter expertise across many different subsystems in support of the Hypersonic Weapons System Program. Services will include design studies and evaluations associated with research, development, production and operations; test engineering services for planning, preparing for, performing, analyzing, and documenting results; engineering to transition research and developmental efforts into production; and support services required for management of technical activities.  The Contractor shall conduct necessary travel in order to perform these support activities.

 •2.       Research and Development Support. NAICS Code - 541715 - Research and Development in the Physical, Engineering, and Life Sciences (except Nanotechnology and Biotechnology). SIC Code - 8731.  

 The Government requires research and development technical support, which will include technical reviews, conducting assessments and evaluations, and providing recommendations on special studies, Research and Development (R&D) Technology Projects, associated transition plans to include required production planning, integration planning, and associated integration testing appropriate of capabilities and projects for the Hypersonic Weapons System Program as directed by the Government. The Contractor shall conduct necessary travel in order to perform these support activities.


 •3.       Acquisition Support. NAICS Code - NAICS Code - 541611 - Administrative Management and General Management Consulting Services. SIC Code - 8742. 

 The Government requires Contractor support with respect to acquisition activities, including support with existing and future contracts in support of the Hypersonic Weapons System. Experience with Department of the Navy and/or Army contracting/acquisition policies and systems is required. The Contractor shall support acquisition strategy assessments and provide recommendations. The Contractor shall review and comment on acquisition plans and assist in monitoring status in execution of the acquisition plans. The Contractor shall assist in the preparation of acquisition documentation. The Contractor shall conduct assessments and provide recommendations regarding acquisition activities. . The Contractor shall ensure that personnel are trained and proficient in the Microsoft Office Suite of programs.  The expected end products shall include MS Word, MS PowerPoint presentations with data trending, spreadsheets, schedules, and Program Evaluation Review Technique (PERT) charts in both hardcopy and electronic formats. The Government requires monitoring of the changes issued to the Federal Acquisition Regulation (FAR), Defense Acquisition Regulation Supplement (DFARS), and the Navy Marine Corps Acquisition Regulation Supplement (NMCARS), along with procurement policy decisions made by Office of Secretary of Defense (OSD) and reporting on how these changes impact operations. The contractor will support the policy and information management functions providing assistance for tasks such as, but not limited to, preparing and maintaining policy documentation; interpretation and dissemination of procurement regulations;.  The Contractor shall conduct necessary travel in order to perform the above support activities.

 •4.       Financial Support. NAICS Code -   541611 - Administrative Management and General Management Consulting Services. SIC Code - 8742.

 The Government requires specialized financial analysis, accounting, and business services to support business operations in support of the Hypersonic Weapons System. Experience with Department of the Navy and/or Army financial policies and systems is required. The Government intends to procure contractor assistance for forensic accounting support and consulting services to improve its Federal financial management and accounting processes and overall financial posture. More specifically, the Contractor shall: support tracking, verifying, and financial reporting of funds, commitments, obligations, costs and disbursements. The contractor shall support the recording and maintenance of financial transactions and documents in various financial and document management systems. The contractor shall support processing cost transactions into the financial systems and reviewing and analyzing contractor cost reports for reasonableness and accuracy. The contractor shall support the monitoring of accounting transactions to reflect the financial impacts and support general ledger management functions associated with journal voucher processing, reconciliations and validations with specific reconciliation of the subsidiary and general ledger accounts, budgetary and proprietary accounts, and other accounts. The contractor shall coordinate policy and process documentation, review and configuration control. The Contractor shall conduct necessary travel in order to perform these support activities.  



•5.       Security Support. NAICS Code - 561612 - Security Guards and Patrol Services. SIC Code - 738101.

The Government requires contractor support in personnel security, information security, physical security, and security administration in support of the Hypersonic Weapons System. This effort includes the drafting of project plans, information papers, decision papers, and briefings used to report on security operations in support of the Hypersonic Weapons Systems Program. The contractor shall provide security support for events, conferences, and meetings. This support includes drafting reports used to capture dialogue during scheduled and un-scheduled operations meetings, conferences, planning sessions or working groups that include a detailed summary highlighting significant actions, decisions, and suspense for actions. This support also includes coordinating security requirements with the logistics support team and informing key personnel by drafting briefings, information papers and supporting documents of appropriate changes to the CONOPS.  The Contractor shall conduct necessary travel in order to perform these support activities.

•6.       Test Planning and Test Engineering Ser
vices. NAICS Code - 541330 - Engineering Services. SIC Code - 8711.


The Government requires technical support in hardware testing, software testing, modeling and simulation, and flight testing in support of the Hypersonic Weapons System program. The contractor shall assist in the development of the Test and Evaluation Master Plan (TEMP), modeling and simulation verification, validation and accreditation plans, systems requirements verification plans, safety packages, and test planning briefing packages. This support includes the entire test cycle from test planning, execution, analysis, and reporting to ensure tests are conducted effectively. This support also includes knowledge and support of component testing for missile systems, weapons control systems and integration testing to ensure components work together for the weapon system. This support also includes knowledge and support of subsystem and system level testing, and the development and execution of capability validation plans, to include, reporting on the program's phase of development and status towards verifying achievement of Weapon System Requirements. The Contractor shall provide test engineering services to assist in the planning and execution of government test events, support the oversight of contractor developmental testing, and conduct assessments and provide recommendations regarding test and modeling activities. The Contractor shall conduct necessary travel in order to perform these support activities.

•7.       Support for Project Management Office. 541611 - Administrative Management and General Management Consulting Services. SIC Code - 8742.

The contractor shall provide support to the Project Management Office (PMO) of the Hypersonic Weapons System program. Experience working with Department of the Navy and/or Army programs is required. The PMO assists in ongoing and future project management efforts, from conducting process improvement reviews and recommendations to new management systems implementation.  The contractor shall maintain all documentation related to the PMO, and provide assistance throughout all project management lifecycles providing management, direction, project scheduling, risk reduction and financial oversight to effectively initiate, plan, manage, monitor and control, and close all projects and initiatives the PMO is involved in. PMO efforts include: scope management, schedule management, change management, financial management, communications management, risk management, and quality management.  The contractor must have project management experience related to weapon systems and financial management systems, preferably within a government environment.  Support travel management functions which include pre and post audits of travel authorizations and vouchers, approvals, conference administration, and general customer assistance. The Contractor shall conduct necessary travel in order to perform these support activities.

•E.       Response Criteria

Companies responding to this announcement shall provide a capability statement not to exceed two (2) pages per labor category or fourteen (14) pages total if providing responses to all categories. Cover Sheet, Table of Contents, and List of Abbreviations and Acronyms are exempt from the page limit. A detailed proposal is not requested. Responses should indicate sufficient detail for assessment of potential interest; submissions should be organized as follows:

- Cover Sheet: title, address, company, technical point of contact, with printed name, title, email address and date, cage code, and NAICS codes.

- Table of Contents: with list of figures and tables with page numbers as needed.

- Capability Statement: Please address each staffing requirement separately. For each requirement addressed please provide specifics in regards to the capability to perform/deliver; specifics addressing subject matter expertise of similar programs; related past performance; and general corporate information.  Interest parties are also welcome to provide any additional NAICS codes for these requirements.

 •F.       Formatting

Submissions shall be single spaced, typed or printed in Times New Roman font with type no smaller than 12-point font. Paper should be 8 1/2 x 11 inches with a minimum of 1 inch margins around the page. Any text contained within tables, graphs, etc. should be 8-point Times New Roman font or larger. Included files should be created/prepared using Microsoft Office compatible applications. Graphics, photographs, and other data that may not be compatible with Microsoft Office should be submitted in Adobe Acrobat format. Submitted electronic files should be limited to the following extensions: .docx Microsoft Word, .xlsx Microsoft Excel, .pptx Microsoft Power Point, or .pdf Adobe Acrobat.

 •G.     Response Deadlines

 CPS/SSP will accept ONLY electronic unclassified submission of responses.
