Engineering Support Service for Certification and Qualification of MTS-206 Test System
The Naval Air Warfare Center - Aircraft Division Lakehurst, NJ, under the authority of 10 USC 2304(c)(1), FAR 6.302-1, intends to award a Firm-Fixed Price contract, on a sole-source basis, to Marvin Engineering Co., Inc. Inglewood, CA (CAGE: 32067) for engineering support service for the certification and qualification of the MTS-206 Test System. This procurement is required to support the United States Navy testing of Maverick missiles. Marvin Engineering is the original designer, developer, and manufacturer of the MTS-206 test system, including related components and equipment. Marvin Engineering is the only source that has provided the MTS-206 test system since the inception of the program. As the Original Equipment Manufacturer (OEM), Marvin Engineering is the only contractor that is able to provide the wide range of engineering and manufacturing efforts required to produce the MTS-206 system. The U.S. Government does not have sufficient technical data rights to use the Technical Data Package (TDP) in a competitive solicitation. The Program Executive Office, Unmanned Aviation and Strike Weapons, (PEO (U&W)), maintains a constant survey of the missile industry and can identify no other source capable of satisfying the Government's requirement. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, the Government will consider all responses received within fifteen days after the date of publication of this synopsis. Registration in the System for Award Management (SAM) (https://www.sam.gov) is mandatory for consideration. A determination by the Government not to open the requirement to competition based on the responses to this notice will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
