In part,as the Engineer of Record the Consultant shall perform as the County's Professional Engineer of Record. As the Engineer of Record, the Consultant will be expected to conduct studies and prepare reports regarding maintenance and operation of existing facilities, systems and connections; perform rate studies, and provide technical assistance on all utility issues, operational, technical, engineering and financial issues, including but not limited to, bond refinancing, grant funding, loans and bond issues related to utility systems. Prepare each fiscal year, an annual report in accordance with requirements of the bonds.
