Engineering Consulting Services Related to Real Property Operations and Maintenance

General:
Total estimated cost range is approximately $100,000 - $1,000,000 per year, under a Blanket Purchase Agreement (BPA) with a base and four option years.   

This work is planned to take place beginning in approximately June, 2018.

Purpose: 
The U.S. General Services Administration (GSA) wishes to procure a contractor to perform Professional Services in the nature of Engineering Consulting Services Related to Real Property Operations and Maintenance.  The nature of the service is to support the government to successfully accomplish the operation and maintenance programs in the facilities described below in GSA Region 8.

THE EXTENT OF THE WORK WILL BE DESCRIBED IN THE SOLICITATION OR REQUEST FOR PROPOSAL WHEN IT IS EXPECTED TO BE ISSUED IN 2018.  NO OTHER INFORMATION WILL BE AVAILABLE BEFORE THE SOLICITATION OR RFP IS ISSUED.

This is a SOURCES SOUGHT ANNOUNCEMENT for planning purposes only. Market research is being conducted to determine if there are businesses with the requisite capabilities and experience to perform the required work.  In addition, this market research is to determine if there are respondents that qualify under one or more socio-economic indicators, including but not limited to, small business, woman-owned business, Women Owned Small business (WOSB),  Economically Disadvantaged Women Owned Small business (EDWOSB), Veteran Owned Small business, Service Disabled Veteran Owned Small business, SBA Certified Small Disadvantaged business,  SBA Certified 8(a) Firm, SBA Certified HUBZone Firm.

General escription of Services:
The contractor shall act as GSA's designated agent and maintains a coordinating relationship with the government agency, its clients, as well as, with the oprations and maintenance contractors supporting the government.  The contractor shall  oversee work under one or more operations and maintenance services contracts to ensure that the work is performed in accordance with the contract documents and to guard the government agency against defects and deficiencies.  The contractor's roles and responsibilities may include:  quality control, physical inspections or investigations, meeting attendance, and selective sampling and similar methods of general observation of work based on the contractor's professional judgment.  In addition, work may include review of all certificates of inspections, tests, and approvals required by laws and regulations or contract documents, and contract compliance review.  Value-added services such as service recommendations, additional coordination and liaison with third parties may be required.

The engineering services required is to support current, ongoing operations and maintenance service contracts that are covering approximately 7,597,868 sq. ft. in 176  buildings.  The  space is comprised of office, laboratory, child-care centers, courtrooms, and related space in GSA Region 8.  Region 8 includes Colorado (Denver Federal Center campus in Lakewood, Colorado and the Colorado Service Center campus (downtown Denver, Boulder and Ft. Collins, Colorado)), Montana, North Dakota, South Dakota, Utah and Wyoming.  Attached is a list of buildings where these professional engineering services may be required in support of the current, ongoing operation and maintenance services. 

The professional services shall comply with all applicable engineering, architectural or construction management standards and codes, to be fully described in any resulting solicitation.

Exclusions:
The contractor is not responsible for and does not assume the risk of delivering the operations and maintenance services under current contracts on time and on budget and does not have responsibility for the means, methods, techniques, sequences or procedures under the current operations and maintenance contracts.

This Sources Sought does not include architect-engineer (A-E) services as defined in the Brooks Act and Federal Acquisition Regulation (FAR) Part 2 and 36.  This Schedule does not include design or construction services as defined in FAR Part 2 and Part 36.  This Schedule does not include Davis-Bacon Act work as described in FAR Subpart 22.4.

Response Requirements:
All interested parties are invited to submit a capabilities statement to include up to seven (7) projects of similar size and type completed within the last ten (10) years, or currently ongoing for at least two (2) full years if under an option contract.  Projects must be relevant to the work that is anticipated to be required under this sources sought.  For each similar project listed in the technical capabilities statement, provide a point of contact for the owner and owner contact information, as well as project location, project magnitude and other relevant information in the capabilities statement.  List your firm's current small business or other set-aside designations (HUBZone, SDVOSB, Women-owned, 8(a) small business, or any other) and for the projects referenced in your capabilities statement.
