The County requests Statements of Qualifications from qualified engineering firms for engineering services related to protecting and restoring the shoreline at Derry Waterfront Park. Engineering firms interested in providing these services must demonstrate experience and expertise in engineering requirements related to shoreline restoration and protection. The engineering firm must demonstrate the ability to work with federal, state and local governmental entities.
B. SCOPE OF SERVICES
Data collecting: Topographic, bathymetric, and geotechnical data will be collected. The survey data will be collected for use in the analysis of coastal processes and in the development of alternatives for stabilization measures. Further, the survey data will be used to develop drawings, estimates, and costs during preliminary and final design. The geotechnical data will be collected and used to determine soil strengths and design parameters for use in the development of alternatives and final design of the preferred stabilization method.
Perform an alternative analysis: Shoreline stabilization alternatives will be developed to a conceptual level. The concepts will then be compared to each other and evaluated through criteria. The evaluation criteria will include performance, costs, sedimentation reduction, aesthetics, impacts to adjacent shoreline, and impacts to natural coastal environments.
Perform preliminary engineering design of alternatives: The stabilization alternative selected through the alternatives analysis will precede to preliminary engineering design. Aspects related to performance and construction will be optimized and the refinement of conceptual level cost estimates will be updated. The preliminary engineering of the preferred alternative will provide the detail required for use on permit application documents
Acquisition of Permits: Permitting documents, including drawings, will be developed and submitted to the Corps of Engineers, TCEQ, and the GLO for acquisition of state and federal permits required for the construction of the project. Coordination with regulatory agencies on special permit conditions and mitigation, if required, will take place under this task to assure that the project preliminary design is adjusted prior to final design. An environmental assessment, if required as part of the permitting process, will be executed and presented to the appropriate agencies for review.
