This Request for Proposal (RFP) is for identifying an appropriate Vendor(s) to provide outside plant engineering and an environmental assessment relating to the construction of middle mile fiber infrastructure and direct fiber connections to community colleges, libraries, schools, health and safety facilities and other community anchor institutions. The RFP identifies specific fiber routes that are encompassed by the GLRBI. The GLRBI bridges the prosperity gap by delivering broadband infrastructure to much of rural North Carolina. The GLRBI addresses the gap by building both middle mile infrastructure and direct connections to Community Anchor Institutions (CAIs) in the rural northeastern (east of Henderson and Rocky Mount), northwestern (Asheville to Boone), north central (east of Sparta to Henderson), south central (Charlotte to Wilmington), and Graham County portions of North Carolina. Respondents have the opportunity to provide engineering and environmental assessment for either individual or all routes as long as the response provided is exhaustive for each service area. In no case will a response be considered for only a partial route in any area or for partial services (re: engineering only or environmental only) for a whole route. Respondents are required to submit a separate pricing proposal for each route in the event they would like to be considered for an award for any individual geographic area should MCNC choose to divide up the project and issue separate awards.
