V-22 CFG GCU REDESIGN

 

The Naval Air Systems Command (NAVAIR) intends to issue a sole source contract to UTC Aerospace Systems (UTAS), Rockford, IL, to provide non-recurring engineering, reliability/sustainability improvements, test, repair and modification, logistics support, training, obsolescence management, spare and repair parts, support equipment, and procurement in support of  the UTAS Constant Frequency Generator (CFG) and associated hardware and software,  including, but not limited to, the UTAS Integrated Drive Generator (IDG) and UTAS Generator Control Unit (GCU) on the V-22 aircraft. This requirement will be procured in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C 2304(c)(1), as implemented by FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." As the sole designer, developer and producer V-22 CFG, UTAS is the only source that has unrestricted access to the totality of technical data needed to support the requirement herein. Further, the Government does not possess adequate license rights to the required technical data package necessary to support a competitive procurement to fulfill the requirement herein.
