      DLA Energy will utilize the Department of Energy's (DOE) Third Generation Energy Savings Performance Contracts (ESPC), Indefinite-Delivery/Indefinite Quantity (IDIQ) to award a Task Order (TO) on behalf of Vance Air Force Base (VAFB), OK with a contract term of up to 25 years allowed under 42 U.S.C. 8287.  This will be a firm fixed price acquisition.  Through ESPCs, prequalified energy service companies (ESCO), finance, develop, and implement energy conservation measures (ECM) for federal agencies without upfront cost to the installation.  The return to the ESCO is a contractually determined share of the energy cost savings generated by the ESPC project.  Prior to TO award, the ESCO conducts a comprehensive energy audit and identifies improvements to reduce facility energy cost savings upon implementation of the ECMs and secures private financing for the installation.  The performance period schedule is amortized to allow the federal agency customer to pay for ESCO services and debt service from annual cost savings over the term of the contract.

      VAFB is looking for a comprehensive project to achieve energy assurance and resiliency while making progress towards its energy intensity goals in line with EO 13693, 42 U.S.C. § 8287, and the DOE Third-Generation ESPC IDIQ contract.  By enhancing energy assurance, VAFB will make progress towards meeting Air Force and Federal mandates to reduce energy use intensity and increase use of renewable energy.  To achieve its energy conservation goals, VAFB is interested in any Energy Conservation Measure (ECM) defined in Attachment J-3 of the DOE Third-Generation ESPC IDIQ contract, with the exception of two (2) technical categories:  TC.15 - Energy Cost Reduction through Rate Adjustments and TC.20 - Future ECMs. VAFB, along with any other ESCO-identified opportunity, is specifically interested in evaluating the following ECMs: TC.3 - Repair/Replace building automation systems, TC.4 - Repair/Replace HVAC, TC.5 - Design and Install site wide Lighting Improvement, TC.8 - Repair/Replace Electric Motors and Drives, TC.10- Distributed Generation, and TC.11 - Renewable Energy Systems, and Energy Storage Technology Solutions.  VAFB has included 127 buildings with a total of 1,467,930 square feet available for inclusion in this project.  The intent is to optimize the combination of conservation measures (with various levels of cost and savings) to achieve more substantial energy savings with a given facility. The selected ESCO is required to perform all operation, maintenance, repair and replacement of all installed ECMs for the life of the contract, as required by 42 U.S.C. § 8287.
