The Authority is involved in numerous Conservation initiatives targeting the mass markets,
commercial/institutional, and industrial sectors and recognizes the importance of Evaluation, Measurement & Verification (EM&V) in making
Conservation a reliable and durable resource because it provides regular feedback about performance and
leads to better estimates of Conservation potential and more effective programs and activities to secure it.
The Authority is committed to evaluating initiatives using independent, third-party evaluators to verify
program impacts, develop the inputs required for assessing program cost effectiveness, and to conduct
process evaluations that can inform improvements to the program design or delivery system.
