Energy Management Control System (EMCS) Install and Direct Digital Control (DDC) Panels Yokota Air Base, Japan
SUBJECT: Notice to Offerors for Solicitation No. FA520919RA010, Energy Management Control System (EMCS) Install and Direct Digital Control (DDC) Panels at YOKOTA AIR BASE, JAPAN
The Contractor shall verify site conditions and conduct all field surveys and measurements as necessary to complete this project. All performance under this project shall meet or exceed US Government and Japanese Construction Standards. The contractor shall provide all labor, materials, equipment and any other necessary items to complete this project to ensure a complete and usable facility.
Overall objective: This project is to install EMCS for required 11 facilities. Provide all necessary associated work to complete a fully functional installation after construction. Contractor shall investigate and verify existing conditions of all within the scope of work area. The contractor shall provide design work for this project for government approval prior to actual construction of the project. Provide 1 year warranty for the project.

Notice of Pre-Proposal Conference (for details, refer to the attached letter titled "Notice of Offerors")
Site Visit is required to attend for proposing price to this solicitation. Site visit is held at Yokota Air Base, Japan on 2 July 2019, 0900AM and 3 July 2019, 0900 AM. Japan Standard time (JST).
You must bring the proper identification (valid passport or my number card). For the vehicle pass, please make sure you bring the proper original insurance documents. Copies are not acceptable. Failure to provide the proper documentation may cause you not be able to enter the base.
NOTE 1 : IN ACCORDANCE WITH FAR 19.000(B), THIS REQUIREMENT IS NOT SET ASIDE FOR ANY SMALL BUSINESS PROGRAMS.
NOTE 2 : THIS PROJECT WILL BE PERFORMED IN ITS ENTIRETY IN THE COUNTRY OF JAPAN. THE SUCCESSFUL OFFEROR MUST BE LICENSED TO PERFORM THE SERVICE IN THE COUNTRY OF JAPAN.
Notice to Offerors: Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.
