State Energy Office (SEO) is soliciting proposals for Energy Efficiency for Existing Single Family
(site-built or manufactured) Homes and Multi-Family Housing, small buildings owned by non-profits (hereinafter called building retrofit), and Residential Renewables. This is a two-part request for proposals (RFP). Offerors may choose to submit a proposal on the building retrofit program, the residential renewables program, or both. The SEO intends to hire one (1) to three (3) contractors who will be responsible for working with the State to develop, implement, and monitor the program(s). The SEO wants to accomplish several goals with this program. First, the effort will result in
significant energy savings for homeowners who participate in the program. Second, the program results in significant and sustained job creation via a qualified, productive and profitable contractor corps. The selected vendor(s) will be
required to work closely with electric and gas utilities in the State in order to supplement and strengthen their programs so that customers who would not normally participate are incentivized to do so. For clarity, offerors may address the building retrofit program, the residential renewable energy program, or both.
