The City invites qualified Offerors to submit a written Request for Qualifications (RFQ) response to the City's request for engineering and/or environmental firms to provide consulting services on the City’s Energy Assurance Plan (EAP). The City needs an energy assurance plan that ensures that critical municipal buildings/facilities and fuel sites have access to sufficient backup electricity generating capacity for up to 72 hours during periods of prolonged power loss. The City’s proposed EAP project will contribute directly to the achievement of American Recovery and Reinvestment Act (ARRA) and Department of Energy (DOE) objectives of economic stimulus, while providing DOE with an example of a successful local government energy assurance plan modeled after the Public Technology Institute (PTI) Local Energy Assurance Plan (LEAP) Guidelines.
