FOR JBSA-San Antonio, Texas: This request for proposal (RFP) is a Design-Bid-Build (DBB) for Building Construction which includes the new construction DLA Aerospace Facility and J8 Operations, located at Joint Base, San Antonio, TX.

The objective of this project is to provide a functional facility with administrative, storage and additional
functional areas for 104 employees along with adequate parking to meet the operational requirements of the DLA Aerospace and J8 Operations and Management mission.

The current facility does not meet current codes and standards. Specifically, the facility is not in compliance with the current ATFP standards. There are no other facilities available on Joint Base San Antonio available for use that are not cost prohibitive. Other leased space options are cost prohibitive and fail to meet AT/FP guidance. The scope of the project is based on Defense Logistics Agency Energy Aerospace requirements. This project meets the criteria/scope specified in AFM 32-1084, Facility Requirements. All known alternative options were considered during the development of this project. An economic analysis of reasonable options for accomplishing this project (status quo, renovation, lease, and new construction) was completed, which validated that new construction was the most economical option that will meet operational requirements. Sustainable principles, to include Life Cycle cost-effective practices, will be integrated into the design, development and construction of the project in accordance with UFC 1-200-02, dated 1 March 2013. This project has been coordinated with the installation physical security plan, and all physical security measures are included. All required antiterrorism protection measures are included.


The facility is proposed on a site at Joint Base San Antonio-Lackland (JBSA-Lackland). The selected site is within the block bounded by Wurtsmith Street on the north, Hughes Avenue on the west, Sarnoski Street on the south, and Walker Avenue on the east. It was cleared of buildings in the past and currently contains no structures. The site is within the industrial District of the base's comprehensive plan. During the charrette, the base Community Planner provided confirmation that the site has been approved for the proposed project and that approval has been granted to close a portion of Sarnosky Street.

The IFB is anticipated to be issued on or about 22 January 2019, and bids due on or about 22 Feb, 2019. Public bid opening procedures are applicable for this solicitation and a firm-fixed price contract is anticipated to be awarded. Anticipated contract award date on or about 24 March, 2019.

Anticipated project completion date is 14 months from Notice to proceed.
