1. Introduction/Purpose: The Federal Aviation Administration (FAA) William J. Hughes Technical Center (WJHTC) Concepts and Systems Integration (CSI) Branchbs mission is to foster the exploration and evaluation of air traffic concepts for all domains within a rapid prototyping environment and facilitate the integration of cutting-edge air traffic solutions into fielded systems. The CSI labs include the En Route Integration and Interoperability Facility (EIIF), the Oceanic Integration and Interoperability Facility (OIIF), the Next Generation (NextGen) Integration and Evaluation Capability (NIEC), the Florida Test Bed (FTB), and the Research, Development, and Human Factors Laboratory (RDHFL).

The WJHTC is conducting this market survey to improve its understanding of the current marketplace and to identify capable sources who can provide support services required by the Integration and Interoperability Facility organizations within the CSI Branch for both the En Route and Oceanic air traffic domains. The organizations are located at the Federal Aviation Administration (FAA) William J. Hughes Technical Center (WJHTC), Atlantic City International Airport, NJ.

A 5-year (a 1-year base period and four 1-year options thereafter) from the date of contract award is anticipated. A time and materials type contract is expected.

2. Incumbent Contractor: The services currently being performed were solicited as an 8(a) competitive requirement under Electronic FAA Accelerated and Simplified Tasks (eFAST) Master Ordering Agreement (MOA). The current contractor is DigitaliBiz, Inc., performing under DTFAWA10A-00007 task order no. 0008. The awarded value of this task order is $12,693,784 and the current support is expected to conclude on 5/31/20.

3. Nature of Competition: The acquisition strategy for the procurement has not been finalized. The FAA anticipates the procurement to be set-aside for competition among small business concerns. However, the final determination for the level of competition will be based on the results of this market survey. Additionally, the responses to this announcement will be a determining factor regarding whether the use of an existing Agency wide contract in accordance with AMS 3.2.1.2.3 is appropriate.

4. Standard Language:
(a)    This is not a Screening Information Request or Request for Proposals of any kind;
(b)    The FAA is not seeking or accepting unsolicited proposals;
(c)    The FAA will not pay for any information received or costs incurred in preparing the response to the market survey; and
(d)    Any costs associated with the market survey submittals are solely at the interested vendorbs expense.

5. North American Industry Classification System (NAICS) Code: The projected NAICS code for this requirement is 541330 b Engineering Services with an applicable size standard of $16.5 million. The FAA will determine the size of an interested company responding to this market survey by referring to the System for Award Management (SAM) for NAICS 541330 (Engineering Services).

6. Submittal Requirements for Market Survey: Interested companies are required to submit a summary of their capabilities in meeting the FAAbs requirement as described in the attached Draft SOW. This statement should not exceed 5 pages in length. Please include the following: (i) technical approach, (ii) corporate experience in providing same or similar work within the last 5 years, and (iii) any additional information to assist the FAA in finalizing its acquisition strategy.

7. Delivery of Submittals: Interested companies must submit their response to this market survey electronically to annemarie.ternay@faa.gov by no later than 5 PM (EDT) on 10/2/19. All questions regarding this market survey must be submitted via email to annemarie.ternay@faa.gov by 9/16/19 by no later than 5 PM (EDT).

8. Other: Any confidential or proprietary information submitted in response to this announcement must be marked accordingly by the vendor. Such information will not be disclosed outside of the acquisition team. The FAA anticipates releasing the Solicitation in early calendar year 2020.
