The Department of Finance and Administration-Employee Benefits Division (EBD) requests proposals for the administration and management of an Employee Assistance Program (EAP). This program is for all active State employees and their dependents plus those active School employees and their dependents who are enrolled in the Arkansas State Employee and School Employees Health and Life Insurance Plan (ARBenefits Health Plan, or ARBenefits) consisting of approximately 100,000 members.
