General Information. The U.S. Army Corps of Engineers, St. Louis District, is seeking businesses that are capable of providing the following: emergency and rapid analysis of Hazardous Toxic Radioactive Waste (HTRW) samples for the St. Louis District Formerly Utilized Sites Remedial Action Program (FUSRAP) program. This announcement is for information and planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or make a contract award. NO AWARD will be made from this Sources Sought Notice. This is NOT a request for proposal, quote or invitation for bid. The sole purpose of this notice is to identify potential System for Award Management (SAM) Database registered businesses that are interested and capable of performing this work.

Project Description. The Prime Contractor laboratory shall be, at the time of proposal submittal, capable of performing the following analyses on water and solid samples: volatile organics (8260B), semivolatile organics (8270C), organochlorine pesticides (8081A), polychlorinated biphenyls (8082), herbicides (8151A), explosives (8330), full-suite TCLP (1311), and TAL metals (ICP trace/GFAA). Additionally, the laboratory shall be able to perform the required radiochemical analyses to include alpha, gamma spectroscopy, and kinetic phosphorescence analysis (KPA).


Minimum Technically Acceptable Contractor Expertise Criteria:


Environmental laboratory services are to be provided only by laboratories compliant with the most recently published version of the DoD Quality Systems Manual (QSM) and holding a current NELAP accreditation for all appropriate fields-of-testing The laboratory shall submit, in a timely manner, the self-declaration forms (including supporting documentation), as well as information related to NELAP accreditation.


Note: The Government may consider the relevant past experience and past performance of key individuals and predecessor companies in evaluating the company's past experience and past performance factors.

ANTICIPATED SOLICITATION RELEASE DATE: Any solicitation for the nature of work described in this sources sought is subject to the availability of funds. Should funding become available the Government will use responses to this notice as Market Research to develop an acquisition strategy. Any solicitation(s) for this type of work will be made public as required by the Federal Acquisition Regulation at the Government Point of Entry (www.fbo.gov).
