Emergency Services ATVs with Slide-Ins
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Quote (RFQ), solicitation number W912D0-14-T-0827 in accordance with FAR Part 12, Acquisition of Commercial Items and FAR Part 13, Simplified Acquisition Procedures. If there are areas where FAR Parts 12 and 13 conflict, FAR Part 12 will take precedence. The solicitation document, incorporated provisions, and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-76 dated 25 Aug 14. This requirement is set aside 100% for Small Business. The North American Industry Classification System code is 336999, All Other Transportation Manufacturing, with a business size standard of 500 employees.
The 413th Contracting Support Brigade, Regional Contracting Office Fort Wainwright Alaska, is seeking a source to provide 2 (ea) 6x6 ATVs, 1 (ea) Fire Slip-In, and 1 (ea) Medical Rescue Slip-In (see Attachment 1 for specifications). The equipment must have all attachments installed and be operator ready at the time of delivery to Fort Wainwright, Alaska, 99703. Shipping must be FOB destination. In addition, DFAR 252.7993 (Attachment 2) must be completed and submitted with the quote. Contractors must also submit on company letterhead, any discount terms, cage code, DUNS number, and Tax ID number. This will be a Firm Fixed Price contract.
EVALUATION PROCEDURES: The Government intends to make a single award for all items to the responsible contractor who has the best price that meets the specifications in Attachment 1.

Only those offerors determined to be in compliance with the requirements as stated in this solicitation will be considered for award. If additional information is required to support price reasonableness, each offeror may be required to provide additional information as needed. The government reserves the right to use price realism analysis in the quote review process to determine if any pricing is unrealistically low and reflects a lack of understanding of the technical requirements or indicates a high risk of failure. No partial quotes or quotes without specifications will be accepted. Non-conformance with this requirement may result in the offerors quote being determined unacceptable. To be eligible for an award, contractor must be registered in the System for Award Management (SAM) database. NO EXCEPTIONS.
