Synopsis:

The United States Postal Service is interested in awarding one or more Indefinite Delivery, Indefinite Quantity (IDIQ) contracts for the Emergency Preparedness Response and Recovery Services (EPRRS) project to the most highly qualified suppliers.


DESCRIPTION OF WORK:


The primary purpose of the United States Postal Service emergency response and recovery contract is to provide services in support of the Postal Service comprehensive emergency management plans which provide services for all Postal locations throughout the United States including Alaska, Hawaii, Puerto Rico, Guam, U.S. Virgin Islands, Northern Mariana Islands, and American Samoa on a national 24-hour, seven-day a week basis throughout the year.


According to Title 39 of the United States Code, "The United States Postal Service shall be operated as a basic and fundamental service provided to the people by the Government of the United States, authorized by the Constitution, created by Act of Congress, and supported by the people. The Postal Service shall have as its basic function the obligation to provide postal services to bind the Nation together through the personal, educational, literary, and business correspondence of the people. It shall provide prompt, reliable, and efficient services to patrons in all areas and shall render postal services to all communities."


In fulfilling our universal service obligation, we provide services to patrons in all areas and communities in the United States including five US territories - Puerto Rico, Guam, U.S. Virgin Islands, Northern Mariana Islands, and American Samoa. Services are provided through more than 31,000 Post Offices, stations and branches. We deliver to nearly 159 million city, rural, PO Box and highway delivery points.


Since many of the services required to adequately address emergency scenarios can be leveraged for non-emergency or "planned" events, the response and recovery contracts may be exercised throughout the year to handle, systemic, planned projects. These projects are of a less urgent nature than an emergency event.


The goal of the Postal Service comprehensive emergency management plans is to improve coordination of planning and response activities among Postal Service functional areas, to minimize duplication of planning efforts and to establish a consistent emergency management process within the Postal Service. Therefore, the contract support services which may be provided include but are not limited to planning and identification of threat agents, natural and human made disasters, environmental releases, containment of a threat agent, decontamination of facilities, property and equipment, transportation and disposal of contaminated materials, laboratory and / or analytical support for identifying suspected threat agents and environmental contaminants.

The Postal Service is more concerned with making an award at the lowest overall price than with obtaining superior technical or management features. However, the Postal Service may not necessarily make an award at the lowest price in order to achieve a small price savings if better value can be achieved with superior technical or management features. The benefits of a higher priced proposal may merit a higher price.
