This is a notice of intent for the National Library of Medicine (NLM), to negotiate on a sole source procurement with International Business Machines Corporation, located at P.O. Box 643600, Pittsburgh, PA 15264-3600. This procurement is to provide IBM Micromedex Cloud service to include emergency medical management data in Hazardous Substances Data Bank (HSDB) and Wireless information System for Emergency Responders (WISER) systems. The Government believes that only one source can satisfy the agency's requirement and intends to negotiate with only one source under the authority of FAR 13.106-1(b) - Soliciting from a single source.

HSDB is a toxicology database currently built on the NLM's Toxicology Data Network (TOXNET®). Since its creation, HSDB has included an emergency medical treatment (EMT) section. The EMT section contains information such as clinical effects, laboratory test data and treatment overview based on the level of toxicity. The treatment overview contains various subsections including specific exposures, decontamination, airway management, antidots, toxicokinetics and more. In addition to HSDB, the WISER, is a system designed to assist emergency responders in hazardous material incidents. WISER also includes EMT data which is listed in the HSDB treatment overview and includes specific exposures, decontamination, airway management, antidote, toxicokinetics and more.

Responses to this posting must be submitted via NLM's Electronic Contract Proposal Submission (eCPS) system at https://ecps.nih.gov/nlm, no later than 12:00 p.m., (Eastern-Daylight Savings Time), June 3, 2019.

All proposals received within fifteen (15) days from the date of publication of this synopsis will be considered by NLM. NLM Synopsis No. 75N97019Q00050. Firms interested in responding to this notice must be able to provide the products and services required by NLM. The offeror shall include all information necessary to document and/or supports the qualification criteria in one clearly marked section of its proposal. All responses from responsible sources will be considered.
