This is a request for information (RFI) only. This RFI is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. The intent is to identify potential offerors capable of providing Emergency Medical Services at United States Army Garrison-Humphreys (USAG-H), Pyeongtaek, Korea. The NAICS code for this RFI is 621910.

Requirement includes one full ambulance crew providing EMS service with availability 24/7, 365 days a year.
Ambulance crew will consist of the following personnel: one Driver, one Grade 1 Level Emergency Medical Technician, and one Grade 2 Level Emergency Medical Technician.


A) Grade 1 Emergency Medical Technician:


Qualifications: The contract EMT shall be able to read, write, and speak English well enough to effectively communicate electronically and verbally with patients, family members, and other EMTs, and other staff members. Dual Korean and English language proficiency is required. HCP's will demonstrate reading, writing, and verbal English speaking skills with sufficient clarity to effectively communicate with patients and various HCP's to include correct use of medical terminology.


Education: Associate or Bachelor's Degree in Emergency Medical Services, Emergency Medical Technician or equivalent


Licensure/Certification/Registration: Korean Government issued Grade 1 Emergency Medical Technician certification, BLS, ALS, and PALS certification or Korean equivalent.


Experience: All Grade 1 Emergency Medical Technician shall have a minimum of Twelve (12) months experience within the past 12 months.


B) Grade 2 Emergency Medical Technician


Qualifications: The contract EMT shall be able to read, write, and speak English well enough to effectively communicate electronically and verbally with patients, family members, and other EMTs, and other staff members. Dual Korean and English language proficiency is required. HCP's will demonstrate reading, writing, and verbal English speaking skills with sufficient clarity to effectively communicate with patients and various HCP's to include correct use of medical terminology. BLS certification


Education: Grade 2 Emergency Medical Technician program


Licensure/Certification/Registration: Korean Government issued Grade 2 Emergency Medical Technician and BLS certification


Experience: A minimum of six (6) months experience within the past 12 months.


C) Ambulance Driver


Qualifications: The contract EMT shall be able to read, write, and speak English well enough to effectively communicate electronically and verbally with patients, family members, and other EMTs, and other staff members. Dual Korean and English language proficiency is required. HCP's will demonstrate reading, writing, and verbal English speaking skills with sufficient clarity to effectively communicate with patients and various HCP's to include correct use of medical terminology. BLS certification


Education: none


Licensure/Certification/Registration: Valid and current Korean Government issued driver's license (1st class-normal type) and BLS certification.


Experience: A minimum of six (6) months experience within the past 12 months.


D) Specific duties/tasks include but are not limited to the following:


Shall provide full emergency ground transport services to patients requiring emergency transport to a higher level of medical care from housing areas, training facilities/areas, dorms, and all areas at USAG-H as well as clinics, military barracks, and quarters.


Responds on-site to all type of emergencies, and sometimes encounters situations which are life threatening.


Provides comprehensive medical services for patients in all age ranges.


Requests for transports will be categorized as an emergency ALS or non-emergency BLS


Operates emergency vehicles in a variety of environmental and traffic conditions in both emergency and routine modes.


Controls medical supplies, particularly narcotics, through the utilization of inventory procedures and daily monitoring of supply levels and shelf life.


Responds to and participates in chemical, nuclear, biological, and hazardous materials incidents and exercises; responds to and participates in auto extrication, technical incidents and exercises.


Input data into the computer and retrieve information such as laboratory and diagnostic procedure results.


Shall furnish items and services required to perform these services, including, but not limited to: qualified personnel (paramedics, EMTs, etc.), drivers, uniforms, all medical equipment, stretchers, expendable medical supplies (drugs, IV tubing, bandages, etc.), medications, and gases used in transport, GPS and roadmaps, etc.


Establish a mutual aid agreement with a local host nation Emergency Room who will provide a reliable, qualified, and experienced Emergency Physician to provide on-line medical control for the administration of medications and medical life-saving procedures while in transit (off post) to the next higher level of medical care.
