SOURCES SOUGHT: The VA Medical Center, Newington, CT has a requirement for Firm Fixed Price contract to provide professional Architect/Engineer Services for a complete design package for construction for Emergency Generator #7-(Building 3) , Project Number 689A4-16-004 to include schematic design development, construction documents, cost estimates, construction period services and site visits to accomplish limited renovations and patient safety upgrades. This is not a Request for Proposal; this is a Sources Sought document only for use in determining possible SDVOSB or VOSB set aside.

The purpose of this notice is to determine if there are qualified SDVOSBs or VOSBs that have the experience in A/E Services for a complete design for the need of a campus Emergency Generator #7- (Building 3) and if such businesses are interested in this procurement. The NAICS code is 541330 and the small business size standard is $14 million. Interested SDVOSB or VOSB firms should indicate their interest to the Contracting Officer not later than 15 calendar days from the date of this notice via email to John.Breglio@va.gov.

The following information is requested in response to this notice:
Evidence of verification in Vet Biz as an SDVOSB or VOSB firm under NAICS code 541330.
A positive statement of your intention to submit a qualifications package in response to this notice.
Evidence of your experience in A/E Services for a complete design of a package for the Emergency Generator #7 to use for construction contract dollar amount. The estimated magnitude of construction costs for this project range between $500,000 to $1,000,000
Proof of professional liability insurance required to cover this project.
Evidence your firm is within a 200 mile radius or you are able to respond for site visits and meetings within 2 hours of the Newington VA Medical Center located at 555Willard Av., Newington, Ct. 06111.


All information must be submitted in sufficient detail for a decision to be made on the availability of interested SDVOSB or VOSB concerns. Failure to submit all information requested will result in a contractor not being considered as an interested SDVOSB or VOSB concern. If adequate interest is not received from SDVOSB or VOSB concerns by 15 calendar days from the date of this notice, this action will not be set-aside for SDVOSB or VOSB firms. Interested firms may reply via e-mail to John.Breglio@va.gov. Firms must be registered in the System for Award Management (SAM). Visit www.sam.gov to register in this database. SDVOSB or VOSB firms must be verified by the Center for Veteran Enterprises (CVE) under NAICS 541330.

PROJECT INFORMATION:
This Project shall address the need for an emergency generator in Building 3 which has reached its useful life and is undersized for current operation.
The project scope will include:
Providing an investigation and design of a generator which will provide emergency electrical service in the event of a loss of power from our own Combined Heat and Power Plant and also City Power (Eversource).

Provide professional Architect/Engineer Services for a package for construction of too include, but not limited to site investigations; analysis; design; preparation of specifications and drawings; preparations of cost estimates; construction period services; preparation of as-built record drawings; site visits during construction; safety, industrial hygiene, fire safety and environmental management (GEMS) services; and project management and inspection services. The A/E s work will consist of Conceptual Design (Type A), Final Design (Type B), and Construction Period Services (Type C). The Type A services will require a thorough on site field investigation to accurately determine the potential load of the existing space.
