1. Army Contracting Command-Aberdeen Proving Grounds (ACC-APG), Huachuca Division Directorate of Contracting (DOC) Operations Branch, PO Box 12748, Building 22208 Fort Huachuca, Arizona 85670-2748. This is a Sources Sought Synopsis (SSS) issued for the purpose of market research only. This Sources Sought Synopsis is issued solely for information and planning purposes. This announcement is neither a solicitation nor a request for quotation/proposal and does not obligate the Government to make an award. DO NOT submit a quote or proposal in response to this synopsis.

2. The North American Industrial Classification System (NAICS) code is 238290 - Other Building Equipment Contractors for this project. This acquisition falls under the Product Service Code (PSC) Y1JZ Construction of Miscellaneous Buildings.


3. The general scope of work and support includes the Modernization of Elevators 1 through 8 in Building 61801 on Fort Huachuca, Arizona in accordance with applicable laws, regulations, Army standards, instructions, and commercial practices. A preliminary draft of the Performance Work Statement and Drawings are attached to this Sources Sought.


4. The Government reserves the right to determine if one of the targeted socio-economic programs is appropriate for a set-aside based on the responses to this notice and other information gathered. In order for a Small Business (SB) set-aside determination, it is emphasized that SB concerns provide sufficient written information to indicate their capacity and capability to successfully perform and manage all the required repairs.


5. The purpose of this notice is to identify companies that are capable and qualified to provide the repairs.


6. Interested parties should register for the Interested Vendors List at https://www.fbo.gov/ to receive updates to this announcement.


7. Interested parties should also be registered at https://www.sam.gov. Any future awardees will need to be registered on this website.


8. If you are an interested party, please provide, via e-mail, a capabilities package which includes the following information. All information submitted is subject to verification. Additional information may be requested to substantiate your response.


A. The company name and address, Cage Code, DUNS Number, business size and type (i.e., large, small, small and disadvantaged, 8(a)certified, woman-owned small, HUB Zone certified small, or service disabled veteran-owned small business) for the applicable NAICS code, and the Point of Contact information (name, phone number, e-mail address).


B. Provide a capabilities statement which includes the following information:
Your business' expertise and experience on projects of similar scope and magnitude. Please include information on elevator installation/modernization, a list of projects of similar scope and magnitude completed within the past ten years. Please also include the customer Points of Contacts for the projects to include Name, address, phone number, and e-mail.


C. If you plan to self-perform or subcontract. If you plan to subcontract, please list your potential major subcontractors.


D. What is your construction contract bonding capacity per contract?


E. Indicate if your business meets the small business size standard for NAICS 238290.


9. Response e-mails shall be titled "Elevator Repair Sources Sought" and are due by 24 May 2019. Please submit your responses electronically to the following POCs:
