The Commodity Futures Trading Commission (CFTC) intends to award a sole source purchase order to CCH, Inc. for a single point for electronic and print access to resources that provide the full-text of: all statutes and regulations that pertain to CFTC; all judicial opinions, state and federal, that pertain to CFTC; all Commission opinions and decisions; all CFTC ALJ decisions; all CFTC Judgement Officer decisions; and all CFTC staff letters. With the exception of statutes and regulations, all of the items identified above must go back to the beginning of the CFTC (1975) and remain current. The period of performance of the purchase order will be for a one (1) year period from September 1, 2019 through August 31, 2020. This procurement action is being performed pursuant to FAR 13.106-1(b), Soliciting from a single source, (1) For purchases not exceeding the simplified acquisition threshold, (i) Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization).

This notice does not constitute a solicitation for offers and, as such, no solicitation is available. However, the Government will consider responses from all responsible sources received by the response date and time identified in this synopsis. Written responses must include sufficient information to establish capability to fulfill the requirement. Any responses received will only be considered for the purpose of determining whether to conduct a competitive procurement in lieu of the sole source contract described in this notice, and such determination shall be made at the sole discretion of CFTC.
