Proposals for N00024-18-R-5113 Electronic Warfare Training Systems (EWTS) are due NLT 17 July 2018 at 11:00 am EST.  Should your company decide to submit a proposal, please respond to Michelle A. Offerors are notified that Naval Sea Systems Command (NAVSEA) is hereby releasing a competitive solicitation for Integrated Training Systems (ITS) Battleforce Electronic Warfare Trainer (BEWT) and Surface Electronic Warfare Team Trainer (SEWTT)for Program Executive Office Integrated Warfare Systems (PEO IWS) 1IT and Combat Direction Support Activity Dam Neck (CDSA DN), Fiscal Year (FY) 2019 through FY 2023.  
This procurement is a small business set aside.

 The US Navy has a requirement to complete the design, development, test and integration of the Battleforce Electronic Warfare Trainer (BEWT) and Surface Electronic Warfare Team Trainer (SEWTT) in support of Surface Electronic Warfare Improvement Program (SEWIP)software baselines, continued production of BEWT II, ongoing integrated training systems engineering, support of legacy electronic warfare trainer systems, address emergent training requirements that match new Combat System capabilities, as well as other combat and ship sensor system trainer requirements. The Battle Force Tactical Training (BFTT) Program is an Acquisition Category (ACAT) IV-M program that provides the hardware and software required to integrate onboard trainers, simulators and stimulators into a baseline to enable shipboard multi-warfare and multi-ship combat system team training capability. The Combined Integrated Air and Missile Defense (IAMD) and Anti-Submarine Warfare (ASW) Trainer (CIAT) program provides high fidelity training at key fleet concentration area shore sites and integrates BEWT/SEWTT and SLQ-32 Emulators into the IAMD/ASW trainer. The BEWT, SEWTT and CIAT systems, whether integrated with BFTT, CIAT, or operating in standalone mode, are the sole providers of tactical Electronic Warfare (EW) training to the US Navy and US Coast Guard.

 NAVSEA intends to award Firm Fixed Price (FFP) CLINs for a BEWT II AN/USQT47 First Article Unit, subsequent BEWT II Production Unites, and Storage, Cost-Plus-Fixed-Fee (CPFF) Level of Effort (LOE) CLINs for Training System Engineering and Technical Support, and In-Service Engineering Agent (ISEA) support.  NAVSEA also intends to award Cost Only Travel and Other Direct Cost (ODC) Material CLINs to support the CPFF LOE labor engineering, and a Not Separately Priced (NSP) Data CLIN.

 Offerors shall bid to the stepladder pricing constructs outlined in the solicitation for the production CLINs. The total of all ODC Material and Travel has been provided in the solicitation Section B. Storage costs allocable to the FFP Production shall start from initiation of the production unit through Government acceptance of the same production unit.

 Information regarding this requirement was previously posted under presolicitation N00024-18-R-5113.  Please refer to this solicitation, N00024-18-R-5113, for the most current documents and information. Any applicable amendments, updates, or Government responses to questions regarding this solicitation will be issued electronically via FBO. The Government is under no obligations to maintain a bidders mailing list. The Government will be accepting comments through 13 June 2018 in the format specified in Section L Attachment 04 (Attachment L-04 "Questions Submittal Form").
