Sources Sought Synopsis

 

Electronic Warfare Avionics Integration Support Facility (EWAISF) Advanced Architecture Phase, Amplitude and Time Simulator (A2PATS) Sustainment Support Services

 

PURPOSE/DESCRIPTION

We are conducting market research to identify potential sources that may possess the expertise, capabilities, and experience to meet the requirements for sustainment support services that will consist of recurring and non-recurring engineering tasks in support of the EWAISF's A2PATS network.  Our acquisition strategy is a multi-year contract (minimum of basic plus four option years) to continue through FY23.  The projected quantities of non-recurring engineering tasks at a minimum will be an aggregate total of (1) A2PATS Maintenance Cabinet,  (1) A2PATS Stimulus Cabinet Spare package, one (1) SSI spare,  miscellaneous spare support and potentially a Stimulus Cabinet should the mission requirement materialize.


Projected quantities of recurring engineering tasks in support of the EWAISF's A2PATS network will entail at a minimum sustaining engineering services consisting of offsite repair of all A2PATS Circuit Card Assemblies (CCA), A2PATS technology refreshes consisting of both hardware and software updates, system training, parts obsolescence resolution; basic test equipment kit to support the EWAISF A2PATS network, on-call support; and an Validation & Verification (V&V) artifact certificate for each A2PATS Cabinet as applicable.


 

The A2PATS provides exceptional signal fidelity in terms of coherency and coordinated phase-amplitude-time modulation of complex signals. All modulations are digitally applied, and every signal, at every frequency, is continuously aligned to maintain previously unobtainable port-to-port accuracies.  Acquiring additional A2PATS test assets has enhanced the EWAISF's constructive simulation capabilities by providing  a more realistic and robust threat environment resulting in expanding M&S capabilities; thereby enabling the EWAISF to continue to efficiently develop and test current and future EW systems and capabilities in support of aircraft platform integration and test.
